Joseph C. Aiello

Joseph Aiello has been a leader in the development of large scale infrastructure and real estate projects and a senior executive in business operations and in business development. Mr. Aiello has led the activities of Meridiam in North America since 2007. Meridiam is an equity investor and developer/asset manager of Greenfield Public Private Partnerships. He has been at the forefront of the evolution of infrastructure delivery models in the USA.
Meridiam has reached financial close and is now developing three key projects in the United States- the Port of Miami tunnel, NTE Expressway and the LBJ Managed Lanes Projects. Meridiam is also in active pursuit of a variety of opportunities in the US and Canada.
Prior to joining Meridiam, Mr. Aiello served for more than 10 years as a senior executive at Aecom where at various times he led operations, strategic planning, transportation planning and major projects.
From 1983-1993, Mr. Aiello worked for the Massachusetts Bay Transportation Authority (MBTA) where he served as Assistant General Manager for Budgets and Strategic Planning. Mr. Aiello also delivered several significant capital projects such as the South Station and Silver line programs. Mr. Aiello began his career as a Project Manager for the Community Builders, one of the largest non-profit real estate developers in the United States.
Mr. Aiello has been a leader in joint development, DBOM and other alternative delivery systems through his involvement in large scale transactions including the Tren Urbano (a $2.3bn new heavy rail system serving metropolitan San Juan in Puerto Rico) where Mr. Aiello was Program Manager, and the South Station Transportation Center in Boston, a $600m project where Mr. Aiello served as Project Manager for the MBTA. Mr Aiello also served as the state appointee to CONEG which worked toward the development of the Amtrak HSR project.

Mark is currently General Director, Network and Business Development responsible for Franchise Development, Competitive Analysis and UP’s Project Partnerships with public agencies including High Speed Rail. Mark joined Union Pacific in 1989 and has held a variety of positions within the Finance and Operating departments with responsibility for capital planning, critical resource planning, capacity planning, and performance measurements.
Mark also held several positions at the Chicago Transit Authority from 1985 to 1987 with responsibility for bus route planning on the city’s north side.
Mark received a Bachelor’s Degree in economics from Wheaton College (IL) in 1985 and a Masters of Management from the Kellogg Graduate School of Management at Northwestern University in 1989.

William Bronte

William D. (Bill) Bronte serves as chief of the California Department of Transportation’s (Caltrans) Division of Rail. In this capacity, he is responsible for the program management, administration, and marketing of two the three State-supported Amtrak services in California and providing program oversight of the third service. These state–supported services are the Pacific Surfliner operating between San Diego and Santa Barbara and the San Joaquin service operating between Bakersfield and Oakland/Sacramento. The third state supported service is the Capitol Corridor connecting Sacramento and San Jose which is funded by the State but managed by the Capitol Corridor Joint Powers Authority. The Pacific Surfliner, Capitol Corridor, and the San Joaquin corridor services are the 2nd, 3rd, and 6th busiest intercity rail corridors in the nation.
In addition to the management and administration of the State’s contracts with Amtrak, Caltrans’ Division of Rail is responsible for the evaluation and development of potential intercity rail services, management of intercity rail capital projects on the BNSF and Union Pacific railroads, acquisition of new rail rolling stock, rehabilitation and re-building of the state owned rail equipment, and implementation of the Department’s grade crossing safety programs.
Bill is currently Vice-Chair of the American Association of State Highway and Transportation Official’s Standing Committee on Rail Transportation and Vice-Chair of the States for Passenger Rail Coalition. Bill was also recipient of Amtrak’s 2007 Service and Safety “State Partner” Award.
A 30 year Caltrans veteran, Bill has served in a variety of other positions within the Department, most related to the programming and financing of rail capital projects and operations.
Bill holds a BA in Economics from California State University, Sacramento.

Ross Capon

Ross Capon joined the staff of the National Association of Railroad Passenger (NARP) in 1975, and became executive director in 1976. In 2008, his title was changed to president. Mr. Capon’s duties as President of the only national organization advocating for the users of passenger trains and rail transit include testifying before Congress and working with members of Congress to increase funding for passenger rail service; briefing the media on passenger rail issues; and coordinating among state and regional associations of railroad passengers on local issues that affect passenger rail.
Under Mr. Capon’s leadership, NARP’s membership has grown to over 23,000, and the organization has achieved a level of recognition and credibility that results in frequent invitations to comment on railroad policy at Congressional hearings, administrative proceedings, and public conferences. Mr. Capon helped establish the Dr. Gary Burch Memorial Safety Award that the family of Dr. Gary Burch presents annually to a railroad employee judged to have done the most to improve the safety of railroad passengers. Capon also helped establish Amtrak’s Customer Advisory Committee.
A recognized expert on passenger rail, Mr. Capon is a member of the Federal Railroad Administration’s Railroad Safety Advisory Committee, the Transportation Research Board’s Committee on Intercity Passenger Rail Systems, and the board of Travelers Aid International. His many speaking appearances have included such forums as Amtrak’s Customer Advisory Committee; Railway Supply Institute; American Association of State Highway & Transportation Officials’ Standing Committee on Rail Transportation; American Public Transportation Association Rail Transit Conferences; Society of Government Economists; and the Transportation Research Forum. He was a presenter at the 3rd World Congress on High Speed Rail in Berlin.
Previously, Mr. Capon served as special assistant for Railroad Operations in the Executive Office of Transportation and Construction for the Commonwealth of Massachusetts where he helped save the commuter rail network of Eastern Massachusetts. He also worked in Philadelphia for the Religious Society of Friends.
He received the Association’s George Falcon Golden Spike Award in 1985. In 2000, the Intermodal Passenger Institute honored Capon by presenting him its second annual Robert K. Pattison Partnership Award. In 2007, Railway Age Magazine awarded him the W. Graham Claytor, Jr. Award for Distinguished Service to Passenger Transportation.
Mr. Capon received his B.A. from the University of Illinois (Champaign-Urbana) in 1969. A native of Newton, Massachusetts, Mr. Capon lives in Bethesda, Maryland, with his wife Louise and their three sons. A married daughter lives in Arlington, Virginia.

Paul has a broad background in client, contractor and consultant organisations. He has been involved in initiating and delivering major transport/civil engineering projects for over 25 years.
Having learned the hard way on the Jubilee Line Extension Project Paul moved on to deliver projects in Turkey, Australia and Bahrain before setting up a business for EC Harris in Ireland. He then assisted the London 2012 team in preparing and presenting the transport element of the successful Olympic Bid.
Paul joined the CTRL project in June 2005 as URN Commercial Director and is currently Managing Director of CTRL UK Limited - the owner organisation responsible for providing stewardship of the £5.2bn High Speed 1 rail and station assets.
Paul has led and managed the successful transition from the CTRL project into the long term HS1 operating business.

Michel Croc has developed his career in major international infrastructure projects. Firstly in Algeria he participated in the design and construction of the new port of Arzew. Then in the new works department of the Paris Airports Authority (Aéroport de Paris), he was particularly responsible for the new airport at Dar es Salaam in Tanzania. He was also in charge of the design and construction of the Marseilles metro, and it was in this capacity that he engaged in technical exchanges with the Montreal, Mexico, Caracas and Algiers metro authorities.
From July 2004 to October 2009, he was head of the Provence-Alps-Riviera Regional Division of Réseau Ferré de France. Here he was in charge of infrastructure upgrading and development, the management of the railway network in the Marseilles area and the French Riviera, and the new high speed line project between Marseilles and Italy.
He is currently responsible for increasing the presence of RFF in the countries who wish to benefit from RFF’s experience of new and incremental HSR projects.

Tyler Duvall recently joined McKinsey as a Senior Advisor in the firm's Washington DC office. In his time with McKinsey, Tyler has helped develop the Travel, Infrastructure and Logistics practice and has assisted with on-going strategy work in Panama and the State of Georgia. Prior to joining McKinsey as a Senior Advisor, Tyler ran the policy office at the US Department of Transportation as both the Acting Under Secretary for Policy and Assistant Secretary for Transportation Policy at the US Department of Transportation.
Some highlights of his recent experience are:
- Nominated to be Under Secretary for Policy in May 2008, the 3rd ranking official at USDOT, confirmed by U.S. Senate as Assistant Secretary for Transportation Policy in May, 2006.
- Delivered a wide array of transportation policy speeches in the U.S. and abroad, testified in front of Congress and State legislatures on a variety of transportation related topics and appeared on television and radio programs to discuss Departmental policies.
- Worked closely with the President's senior policy advisors to develop aviation congestion and infrastructure policies.
- Served as liaison to White House in connection with energy and transportation infrastructure recovery following Hurricanes Katrina and Rita.
- Served in various leadership roles shaping US transportation policy, including
- Head of DOT efforts to develop and advance public-private infrastructure partnerships
- One of 8 voting members of USDOT Credit Council that oversees several multi-billion dollar infrastructure credit programs
- Departmental lead on all international transportation issues.
- Administered the private activity bond program that oversees the allocation of $15 billion of Federal tax-exempt borrowing authority for privately financed infrastructure projects.
- Departmental lead in the development and implementation of a broad range of policies related to infrastructure finance, aviation, transportation system performance, safety, energy security, fuel economy regulations and environmental processes.
Prior to joining the US Department of Transportation, Tyler Duvall worked for Hogan & Hartson LLP. He has a Juris Doctor from University of Virginia Law School and a BA in Economics from Washington & Lee University.

Bill Glavin joined TxDOT on December 1, 2009, with more than 30 years experience in the rail industry, including stints with Burlington Northern Railroad, North American RailNet and, most recently, as a consultant with Raul V. Bravo and Associates on rail transit issues. Bill earned his bachelors degree in biology in 1975 from Johns Hopkins University and his bachelors in civil engineering from Michigan State University in 1977. After graduation from MSU, he went to work for Burlington Northern as a corporate management trainee and rose through the ranks to eventually become system chief engineer and eventually general manager of strategic network design, where he was responsible for short- and long-term planning and budgets.

Richard Harnish is the Executive Director of the Midwest High Speed Rail Association, a membership-based non-profit organization advocating for fast, frequent and dependable trains linking the entire Midwest.
Harnish graduated from Elmhurst College in 1986 with a Bachelor of Arts degree in transportation management. After leaving Elmhurst, Harnish was a logistics manager at American President Lines and JB Hunt and managed industrial real estate on Chicago's west side.
Harnish helped found the Midwest High Speed Rail Association in 1991. He became the first paid executive director of the Association in February 2001 after leading a successful fundraising campaign.
While at the Association, Harnish has lead several successful grass roots campaigns including winning a doubling of Amtrak service linking downstate Illinois to Chicago.

Armin Kick returned to Sacramento in July 2009 as Director, High Speed Rail Development, responsible for high speed rail business development across the United States.
Mr. Kick’s career has spanned planning, consulting, and manufacturing in the transportation field, with specific work experience in the rail car manufacturing industry. His areas of expertise include project management, engineering management, production management, and general plant management.
He has managed multiple large-scale projects throughout all project phases from project initiation to closure for contracts in Houston, Texas; Denver, Colorado; and San Juan, Puerto Rico. His most recent assignment was successfully delivering the Boston Blue Line subway cars to the customer.
Mr. Kick joined Siemens in August of 2002. In April of 2003 he moved to Sacramento as a project manager for rail contracts in Houston, Texas. He spent 2007 to 2009 on the East Coast working on the Boston Blue Line subway contract for the MBTA.
Mr. Kick holds a Master of Science in Civil Engineering from the Swiss Federal Institute of Technology in Zürich, an MBA from Union College in Schenectady, New York and his Project Management Professional (PMP) certification.

Stephanie C. Kopelousos was appointed Secretary of the Florida Department of Transportation (FDOT) by Governor Charlie Crist on April 2, 2007. She brings more than a decade of professional experience in state and federal public policy with an emphasis in transportation.
Under her leadership, the department is focused on its core mission of providing a safe transportation system that ensures the mobility of people and goods, enhances economic prosperity, and preserves the quality of our environment and communities. To accomplish this mission, Secretary Kopelousos is pursuing three priorities: improving safety, increasing mobility and providing transportation options for the people of Florida.
Ms. Kopelousos served in several capacities prior to becoming Secretary. She was FDOT's Chief of Staff providing strategic direction and day-to-day management of the agency since 2005. Secretary Kopelousos served as the primary federal liaison for the Florida Departments of Transportation and Community Affairs in Washington, D.C. from 2001 to 2005. She was a Legislative Assistant to Congresswoman Tillie K. Fowler, representing Florida's 4th District where she concentrated on transportation and emergency management policy. Secretary Kopelousos entered public service after earning a Bachelor of Science from the University of Alabama.

Dolly has co-authored a “Model Law on Concession Agreements” published by the OECD. Dolly is a graduate of New College, Oxford University and Harvard Law School, where she was a Fulbright Scholar. She is admitted to practice in the State of New York.

Since 1995 DJ has held his current position and has been responsible for planning, contract administration, and oversight of commuter rail construction, maintenance, and service in Chicago, Seattle, Los Angeles, and Minneapolis; Amtrak operations across the BNSF; and business car operations in support of the Operating, Marketing and Government Affairs departments of BNSF.
A subsidiary of Burlington Northern Santa Fe Corporation (NYSE:BNI), BNSF Railway operates one of the largest railroad networks in North America, with about 32,000 route miles in 28 states and two Canadian provinces. The railway is among the world's top transporters of intermodal traffic, moves more grain than any other American railroad, transports the components of many of the products we depend on daily, and hauls enough low-sulphur coal to generate about ten percent of the electricity produced in the United States.
Prior to this, from 1991-1995 he held the position of Assistant to the Chairman, Burlington Northern Railroad. From 1981-1991 he held the positions of Superintendent and Director, Suburban Services for the Burlington Northern Railroad (BN) in Chicago, except between 1986 and 1988, during which time he held the position of Senior Director, Planning and Administration for BN’s Chicago Region. From 1971-1981 he held various positions at the U.S. Department of Transportation’s Urban Mass Transportation Administration (now the Federal Transit Administration), ending with the position of Director, Transit Assistance for Region V, Chicago.

Tom Mulligan has been with Union Pacific Railroad since 1971. Tom is currently Director - Passenger Train Operations and is working with UP's passenger partners (Amtrak and commuter agencies) with regard to the implementation of Positive Train Control. Tom has worked in the operating department his entire career, dealing with passenger train operations since 1995. From 1990 to 1995 Tom was assigned to UP’s Harriman Dispatch Center as Director – Administration and Quality.
Tom attended North Platte College in North Platte, Nebraska and Creighton University in Omaha, majoring in history.

At the time of his appointment to the STB in 2004, Dr. Mulvey was Staff Director for the Railroad Subcommittee of the House Committee on Transportation and Infrastructure.
Other positions include Deputy Assistant Inspector General for Rail, Transit, and Special Programs, U.S. Dept. of Transportation, Assistant Director for Competition, Economic, and Regulatory Analysis, U.S. General Accounting Office; Programs Manager, Transportation Research Board; and Vice President/Research, American Bus Association.
He has been an Adjunct Faculty at the R.H. Smith School of Business and Public Administration, University of Maryland from 1989 until his appointment. He also taught economics and statistics at Northeastern University, Wheaton College, and Bowling Green State University.
Dr. Mulvey holds a Ph.D. in Economics from Washington State University (1974); as well as BS and MA degrees from New York University (1966); and the University of California at Berkeley (1968).

Mr. Offutt started at Morgan Stanley in 1994. During the past fifteen years, he has focused on executing M&A/infrastructure transactions totaling over $160 billion across various industries (transportation, power/utilities, renewable energy, water/wastewater).
For example, Mr. Offutt was an integral part of the following announced transactions: City of Akron on its evaluation of a long-term concession agreement for its Wastewater System, Puget on its $6.7Bn acquisition by a Macquarie consortium, KKR/TPG on their $45 billion leveraged buyout of TXU Corp, Scottish Power on its $9.4 billion sale of PacifiCorp to MidAmerican, Duquesne Light Holdings on its sale to Macquarie, PSEG on its $27 billion attempted merger with Exelon Corp, Duke Energy on its acquisition of Catamount Energy, Terra Firma on its acquisition of EverPower, AGL Resources on its $700 million acquisition of NUI Corp, Superior Renewable Energy on its sale to Babcock & Brown, and PSEG on its sale of its Waterford (Ohio) and Lawrenceburg (Indiana) combined-cycle plants to AEP.
Mr. Offutt received his BA in Economics from Duke University and graduated magna cum laude. He also holds an MBA in finance from The Wharton School, University of Pennsylvania.

Stephen Robillard is Vice President, Siemens High Speed Rail USA since
November 1st, 2009 responsible for all High Speed USA activities
for the Mobility Division. He is located at present in Erlangen, Germany and
will shortly be relocating to Sacramento, California.
Mr. Robillard’s career began in 1985 with Siemens Canada and has been in
various management positions within Siemens, including Health Care,
Communications, Central Services, Power Transmission and Distribution
and Power Generation.
In 1998 he moved with his wife and two children to Germany to take on the
role of Vice President, Business Administration for Commuter and Regional
Trains. In 2008 he assumed the role of Vice President, Sales and Projects of the
Commuter and Regional Trains, International Division with a business volume
of over $1 Billion with projects in Europe, Asia, North and South America.
Mr. Robillard holds a Bachelors degree in Business Administration from
Concordia University in Montreal, Quebec, Canada.

He serves as an advisor and arranges financing for public and private entities throughout the United States, with expertise in tax-exempt bonds, private activity bonds, bank loans, public-private partnerships, and federal loan programs. Mr. Rousakis received an A.B. from Harvard College and an M.P.P. from Harvard's John F. Kennedy School of Government.

Eugene Skoropowski is former Managing Director of Northern California’s Capitol Corridor. In 10 years, he transformed the route to the third busiest corridor in the US. He developed constructive partnerships with Amtrak, the California Department of Transportation, and the host Union Pacific Railroad. His prior experience on high speed rail includes working with Fluor Corporation in Florida and Amsterdam and in US rail management positions on rail transport in Boston and Philadelphia. He is currently affiliated with HNTB Corporation.

Mark has been involved in the development and financing of rail infrastructure and rolling stock projects worldwide for a number of years. He is currently Vice President, Project Development at Siemens Project Ventures GmbH, the investment arm of Siemens group. Prior positions included project management as well as project and export finance advisory work, primarily in the rail industry. Mark holds a Masters degree in business from the University of Bayreuth, Germany.

Erik Steavens was named Division Director of Intermodal Programs for the Georgia Department of Transportation in November 2008. Mr. Steavens career spans all levels of government (federal, state, and local) and the private sector where he established himself as a recognized leader in transit and rail related projects. He holds a Bachelor of Science Degree in Civil Engineering from the University of Florida and a master's degree in Civil Engineering (Structures) from the Georgia Institute of Technology.
Mr. Steavens began his career at the Planning Commission in Albany, Georgia and was responsible for multi-modal planning of the road, bridges, bicycle, pedestrian, aviation, and transit systems in Dougherty and Lee Counties.
Mr. Steavens worked for the Federal Highway Administration for eight years and developed several non-traditional projects, including transit service at Yosemite National Park, financing plans for the Alameda rail project and the Miami Intermodal Center. He followed up this federal service with work on the current transportation authorization bill - SAFETEA-LU. In this capacity Mr. Steavens advised senior leadership of the United States House and Senate on policy and financial provisions that were ultimately adopted in the bill.

Paul Van Straten studied political science and public administration at the VU University of Amsterdam. In 1997 Mr. Van Straten started working for the Dutch Ministry of Transport, Public Works and Water Management and joined the project organisation HSL-South. This project was responsible for the realization of the Dutch part of the high-speed rail link between Amsterdam and Paris. At present Mr. Van Straten is responsible for the development of commercial services on the HSL-South. In addition to this he is the program manager for the ministry on the 'Zuidas' project. Zuidas is a project in the southern part of Amsterdam where road and rail infrastructure need to be relocated in a tunnel structure in order to facilitate large-scale commercial and residential development on top of it.

Andrew is an Assistant Director in the Physical Infrastructure Team at GAO the team responsible for all of GAO's transportation work and works out of GAO's Los Angeles office. In addition to rail work, Andrew also manages work related to the 'Next Generation' air traffic control system, as well as a variety of other transportation policy issues. Andrew holds a Masters degree in Public Policy from UCLA, and a Bachelors degree in Cultural Anthropology from UC Irvine.

George Weber is the Bureau Chief for the Illinois Department of Transportation Bureau of Railroads. In his current capacity, he is responsible for all state railroad programs , including rail freight assistance, rail policy, intercity passenger rail, high speed rail and the CREATE program. Mr. Weber has been with the Department since 1991. He previously worked for Amtrak for 11 years in their Operations Department at various locations throughout their system.
